3rd strike swinging and it's inside and hits the batter in the hands and rolls into fair territory.  Regardless as to where it rolls, it's a dead ball strike for an out? Or just a foul ball?  Rule?

Strike on the swing.

 

Dead ball when it hits the batter (assuming it did not hit the bat first).

 

Where the dead ball goes is irrelevant.

 

If strike 3, the batter is out, and since the ball is dead, he may not advance to 1B (he's really out).

And when that does happen, and you have to call it as strike 3, be prepared for someone to come unglued. I actually had it happen last weekend in a 14u game it and wasn't pleasant - all because one or more on the field and in the stands has no clue.

Below HS baseball, I bet this (Along with several other situations) is a clusterf*ck.

It's definitely can be! I had a kid hit a ball of an evo shield wrist guard. Ball went all the way to the outfield. Kid takes off for first, I'm yelling "dead ball" with my hands up walking out in front of the plate. Kid got to third before coaches and the crowd even noticed I was making a call. That was definitely a clusterf***

As a follow up (this happened over the weekend)... on a situation where you've got a swing and the ball hits the bat (you hear the ping of the bat) and the hands (batter is shaking his hands) you've just have to decide what got hit first?

You're making this too complicated, @stl_ump. If it's a swing, and you're hearing the sound of ball-on-bat merge with ball-on-fleshy-human, then you may as well get a high-speed camera review of it for all the good it will do you. You've got a bat "ping" you say? And... where'd the ball go? Foul? Fair? Go with that. A batter is just as likely to be shaking their hands on a "buzzer" (the bat vibrates wildly) as they are a merged impact (ball on hands and bat simultaneously).

Again, this is when you have a swing.
