7.13 adjustments?

I think this play shows some of the adjustments being made in 7.13.   I'd venture to guess that if this were June, ...this would have been a violation.

Let's hope we see more called this way. ...And it has trickled down to my level games. 18u yesterday, beautiful throw from F9, F2 has the ball, R3 just beginning a slide. Out at the plate...and I start hearing.."he's got to give him a lane", "he can't block the plate"...  Was F2's foot in front of the plate as he caught the ball? Sure, but R3 was still 15 feet from home. Sorry, that's not obstructing anyone.
