If by "that rule" you mean an out for the violation you are correct. You will find a rule in NFHS baseball: 3-3-1-c. Team warning and ejection for next occurrence by team.

Because the wording of "C" could imply intent or not. If intentional my hazy memory thinks one or all of the codes award 2 base time of kick or deflection and consider a carry one of those.

And a twist to OBR/NCAA rule that I don't know how it would be adjudicated although I think @noumpere would require an appeal whereas the OBR rule would have the PU call R3 out for refusing to touch HP. The "refusing" part is up to debate and, regarding the B-R, Brennan Miller would call out the batter for not advancing to 1B without asking him and being refused. I believe the OBR rule was to simplify game ending and NCAA actually has that as the reason they changed to OBR. It is not as simple as we/they think. It won't matter as those levels don't have third world plays, until they do. An example is the security guard throwing a live ball back at game over and MLB umps quoting the wrong rule.

Time for NFHS to adopt OBR/NCAA game ending run award rule. NCAA saw the light a few years ago and adopted OBR. I'm not sure NCAA have guidance on how to enforce it though.

Actually FED doesn't call it a bullpen in the cite but we know what they mean. And the cite includes the requirement that the protecter must have a glove. Shaggers require helmets by rule. Protectors only have FED recommending it somewhere in past POEs: “3-3-ART. 4 . . . Whenever team members are loosening up in an area which is not protected by a fence or other structure, another member of the team with a glove must be positioned between them and the batter to protect them from a batted or thrown ball within the confines of the playing field. You might then not allow the ground rule due to the fence and require delineation of the dead ball bullpen. Wouldn't the fence present a danger to a fielder if it was in live ball territory. Also this is incorrect: "not allowed to be out of the dugout during a live ball." They are not allowed to be outside the dugout or bullpen area. So wouldn't that allow any type of warmup in that area?

What do they have in their manuals regarding "pressure". I've heard Evans was involved in the latest more better NFHS manual.

There was an unmistakable appeal with the attempt at toe touch but it was after the runner got back. As you say the accidental touch of the base is not an appeal and why the fielder knew she needed to touch that toe.

So I googled a Texas TASO Power Point and came up with the TASO mechanics manual where apparently the Beaumont Chapter uses PP to educate their members. I don't know where your transplant came from but if from Beaumont he missed this: "NO RUNNERS ON BASE Hit to the Infield Near First Base U1 Ball Flight Primary Movement Secondary Movement PL T here are occasions when a ground ball is hit near first base and it makes it very difficult for U1 to get into position for the call at first base without interfering with the players attempting to field the ball and make the play. In those cases, it is said that U1 is being “pressured” by the fielders, notably F3 and F4, to move into foul territory. When this happens, U1 must read the “pressure” and immediately move to a position in foul territory to make the call. This should be a position that allows U1 to see the play and avoid being run over by the BR or interfering with any of the fielders. PL must read U1’s movement to foul territory and immediately move to the infield toward second base, as PL will be responsible for any play at second or third in the event of an overthrow at first base" But who cares what TASO says. It also was in Evans and PBUC. It's more than likely that your transplant took a TASO mechanics test that had such a question on it and got it wrong. But some of our brethren do not care to find out what they got wrong and what they don't know as long as they pass and get games and get paid.

This is why OBR and NCAA simplify game ending. Is the ball live or dead? If live the PU called time without being asked by the appealing team. He then ruled on a dead ball appeal. Was there live ball tags of other runners? Should abandonment be called on the other runners?

Evans and PBUC to start with but who has instructed you at a clinic to not do this if umps were capable and I would ask any of you if you have had the inside espoused at a clinic. I want to keep up with the latest to train my young umps.

So a PU, that on a ground ball to F4 clears F2 to the left, busts up the line to the 45 and comes to a stop to watch for pulled foot or swipe tag, cannot bust to 2B to cover a play there. Yes, that's the perfect PU graded 10 out of 10 at the clinic. Does the mechanic gram depict 2 steps or 90 or what. I would think a clinic would cover a lot more as to mechanics. Some have covered pressure. I haven't heard of the inside mechanic but have you seen that at a clinic?

Is any mechanic regarding taking plays at 1B given except "move into the best position"? Evans and PBUC (and my state) would allow pressure to put U1 foul. Evans and PBUC envisioned "not your partners".

Did R3 touch? You say BU watched bases so you have his testimony. Did you not get PU's testimony?

The "pressure" mechanic is in my state's manual and I think I remember it in Evan's. Also shows up in an older PBUC manual. How does the inside work. Is it like a pivot?
