Question

In a little league game a batter was called safe at first because the first baseman caught the ball with his foot on the orange part of a double first base.  Is this the right call?

In the same game, when a batter swung and hit a catcher's mitt for a catcher's interference call.  The umpire ask the 3rd base coach if he wanted to enforce the rule or let the batter continue to hit. Is that option in the rule book?

I don't know LL rules, so I won't answer the first question.

By rule, the ball remains live after catcher INT and play continues. If the batter and all runners reach their advance bases, then the INT is ignored; otherwise, the INT should be enforced. If the penalty is to be enforced, the head coach may choose to take the play instead of the penalty.

Amateur umpires properly bring this choice to the head coach: I phrase it by the outcome, as in a football penalty. For example, if we started with R3 and 1 out, and the BR was put out during play: "Coach, you can have the run, nobody on base, and 2 outs; or you can have runners on 1st and 3rd with 1 out."

I should have mentioned that it was the lead off man of the inning.  He did NOT hit the ball just the catcher's mitt.  The umpire then talked to the 3rd base coach and gave him the option of letting the batter continue to bat (ignoring the interference) or awarding him 1st base.  Never knew this was an option.  Thought that the batter must go to first base.

As long as the first baseman is still touching part of the white base the out should be called.  Touching the orange bag does not negate contact with the white bag.

This is indeed the case for LL - rule 7.15(g).  (majors and above) In case of uncaught third strike, batter-runner and defensive player may use either white or colored part.  It does not require one or the other to be used in that case.
