3 Batter Minimum

So if this is correct, if a pitcher comes in with 2 outs in the 7th, retired a batter, he doesn’t have to start the 8th inning. However, if he does start the 8th, he must pitch to 2 batters to satisfy the 3 batter minimum. Can somebody explain how this speeds up the game?  
 

another great part of this rule... if a starting pitcher comes out to start the 7 the inning, and the offense puts in a pinch hitter to start the inning, the starting pitcher may  be replaced. However, if a relief pitcher  didn’t pitch to  3 batters in the 7th ,  comes out yo start the 8th, and the offense pinch hits for the first batter, that relief pitcher must stay on the game. 
 

Sorry, but this rule is a crock of $h*%.

One word: Crazy!

I understand the intent, they are trying to stop the "one out reliever" in the late innings.  Pitcher change after pitcher change is why the last few innings take so long.

Not sure this is the correct fix. 

Maybe they should have tried it out in the Minor Leagues first?

Or maybe just leave the game alone?  
I think it wAs Verducci who did a study and determined this rule actually effected fewer games than one  may imagine and the time savings is ridiculously small.

I thought of this years ago - mostly as a training method for pitchers the minors.  Learn to pitch and you can eliminate the one-batter pitcher

Yeah, another OBR rule change that we will not be enforcing. Silly at the amateur level.

And the professional level for that matter.

Another reason OBR should NOT be used blindly on its own outside of professional baseball.

Youth organizations who wish to emulate MLB should use it as a basis for writing their organization’s rules — not use OBR for their rules.

Or just use a rule code that's already written for minors in the first place...
