I think "pace of play" has nothing to do with action people love (i.e. manager v. umpire arguments) and everything to do with "down time" between pitches and innings. Hence the pitch clock and shortening the time between the 3rd out and the first pitch of the next inning.

I do think that regardless of how MLB and Sandy Alderson try and rewrite this. The umpires will still handle it pretty much the same.
