The applicable rule is NFHS 4-3-1:

Quote

If a game is called before completion of the number of innings and conditions as specified in 4-2-3, the umpire shall declare the contest "no game," unless play is terminated by 4-2-4. By state association adoption, a regulation called game where a winner cannot be determined (see 4-2-3) shall be counted as ½ game won and ½ game lost for each team.

States will vary regarding how to handle suspended games (that's 4-2-4). Here in Ohio, games are NEVER permitted to "start over," and if resumed on a later date will pick up right where they left off. States also vary regarding how to count suspended games in league standings.

That makes it sound as if coach has 3 options:

  1. Count it as no game — neither a win nor a loss.
  2. Replay the game from the beginning.
  3. If both coaches agree, resume the game from the point of suspension.

That seems to entail that, if either coach refuses to resume from the point of suspension, the game must be restarted or canceled. I don't like replaying from the beginning as the default, but apparently someone in TN does.

NJ allows each conference to decide whether or not to allow suspended games, but that decision has to be made prior to the season by the conference. If teams are from different conference, each conference has to have adopted the suspended game policy prior to the season.

All state playoff games will be subject to the suspended game policy and will be completed to their natural end, subject to the 10 run mercy rule.
