2016 FED Changes

2016 NFHS Experimental BASEBALL RULE CHANGES - (Indianapolis)
Several states will implement and test the following NFHS Rule Changes starting in the 2016 baseball season.

- Batters will start with a 1-1 count. After two strikes a second foul ball will result in the batter being called out on strikes The committee believes this will speed up games and allow pitchers to pitch complete games more often.

- A double base will be used at every base including home. The runner will be expected to slide to the orange base on all force play slide rule situations. A second orange plate facing away from the field will be placed behind.

- A two foot deep rectangular "neutral" zone will be inserted between the back of the batter's boxes and the catcher's box to help minimize back swing interference situations by both the batter and the catcher. Umpires will call an illegal pitch or a catcher's balk based on the no runner/runner situation if the catcher places his mitt in the zone.

The committee has determined that the states of Virgina, North Carolina, South Carolina, Georgia, Florida, Alabama and Texas will implement and test these changes for the 2016 high school baseball season.

Evidently the Atlantic League doesn't think #1 all that silly...
