A lot of teams do this ....it's for their "Latin player tribute" games ........  Here in Detroit, it's called "Fiesta Tigres" ....and their jersey says "Tigres" instead of Tigers across the front ...

The MLB video crew is just following the announcers, who declare the BR out because he was "clearly out of the lane." If that had been right, it would be RLI, which is a kind of INT.

 

This is an easy call, since the average player's arm is 3 feet. If he takes a good angle on the runner (or is waiting in his path) and still can't reach, that runner's out.
