Runner misses 2nd due to OBS. Defense appeals missed base. OUT?

I'm think the OBS is no excuse for mssing the base. He needs to do whatever it takes to touch and if he has a difficult time touching them I'm going to penalize the defense for the OBS.

OBS sin't a free pass to skip touching.

If a play was being made on the runner, the ball is dead immediately, and any missed base would be irrelevant. If no play was being made on the runner, but as you stated, the runner missed the base due to the obstruction, you award the obstruction, as it supercedes the missed base. Obstructing the base runner has to be punished because the defensive team is obligated to allow unimpeded progress on the base path. The runner gets at least one base awarded from his last legally touched base.

causing him to miss it. He is called safe on a close play at second. The defense

Ruling: The appeal will not be upheld. The umpire should call the runner safe

because had the obstruction not occurred, the runner would have touched

the bag.

Agreed, if the obstruction causes the miss then no appeal. If he misses and was obstructed somewhere else, even before, then uphold the appeal.

The OBS is not necessarily an auto dead ball if a play is being made. OBS is delayed dead at all times in FED and I think the same in NCAA.

Doesnt the rule say something like "impose such penalties as will nullify the obstruction" and NOT just "award whatever base would have been reached". So part of the penalty is to ignore the missed base.

Note that this doesnt apply when a runner is obstructed away from a base and then misses the base but only when the obstructions causes the missed base.

Where is that from? We are playing OBR

OK... let me clarify. No play is being made on the runner. He is rounding second on his way to third. F5 is standing on the base so runner goes around it without touching. He is into third safely. Defense appeals missed base at second.

Is he out? Does he not have a responsibilty to touch no matter what?

Have you not read the responses?

If the obstruction prevents his touch you don't honor the appeal.

Otherwise an F3 could just lie on the base. prevent anyone from touching, and prevent any runner from safely advancing.

The rule allows you to impose whatever penalty is necessary to negate the obstruction. Part of the penalty is ignoring the failure to touch.

It's that simple.

No, NCAA is the same as OBR. FED is the only one of the three where it is always a "delayed dead ball".

I operate in Baseball mode, so unless another rule set is mentioned in the OP, I take it that OBR is the rule set used. I appreciate when the rule set is mentioned in the OP, such as FED rules, or its close cousin Calvin Ball.:)

Sadly I used to be the same. Then I thought in FED and NCAA. Now I mainly think in FED until I work another rule book.

Why is that sad? I work exclusively in OBR or a modification of it. I don't work any FED games anymore, so my mindset is not tuned just for that. High School is not the be-all end-all of baseball, and professional umpires don't even bother learning the weird rules of FEDlandia.

Professional umpires shouldn't learn FED rules if they don't work it. Sometimes they work some early NCAA to tune up, but their focus should be on what they work. Many of us work in all three codes, plus variations so we have to know the different codes. I think in OBR as a default, then FED. I will go to NCAA if asked, but I don't work it anymore so I am not as current as I once was.
