  1. 1. Not legal, fix it...see below 2. Sounds legal, foot position refers to starting position before coming set. Note: If I see a pitcher doing something illegal during his warm-up I will address it with him then (preventive officiating). Next it would be dependant on the level: jv - I'm probably going to do over and dust off the rubber while I remind the pitcher of the regulations. We can argue that the runner may most likely have been put out, but at the time of the obstruction he was not out and there situations that may have occurred where he was not put out (missed tag, dropped ball, etc.) But none of these are in the criteria for calling or not calling obstruction. The only criteria is, was the runner obstructed by a fielder without the ball. Obstruction SECTION 55.   4. If the runner is obstructed there is obstruction; you call it (point and say, "That's obstruction"). The runner is then protected to the next base (or however far the umpire determines he would have advanced without the obstruction). If the runner advances the to the next base the obstruction is ignored; if not, time is called and the base awarded. This is always a minimum of the next base as obstruction is a one base award, so wether or not the runner would have been put out is irrelevent. Sent from my SM-G955U using Tapatalk

  6. A couple of things I look for for obstruction are: Did the runner have to alter course or slow down because the defensive player was in the base path? (Remember the runner creates the path not the lines on the field) Sent from my SM-G955U using Tapatalk

  8. The only time this is really an advantage for a runner is when there is a tag-up situation. Player's will try to time the touch and get a running start and tag the base at full speed. This is why that rule exists. Do you have more details? Sent from my SM-G955U using Tapatalk
  9. Michigan is hit and miss, I carry a watch in my bag, but only use it if teams are taking an exorbitant amount of time. Most of the time I'll just tell the catcher to 'ship it' and they are good about it. I also remind the catcher at the beginning of the game that they only have a minute.   13. Yes, but, if the substitute F1 is taking his warm-ups after the change is announced he is required to pitch to one full position in the batting order or retire the side. The coach can not have one pitcher warm up on the mound while another pitcher warms up on the field and immediately replace the first substitute F1. In the OPs situation the coach has already committed to the pitching change. I think we may be trying to create situations where we might apply an obscure ruling from a three year old casebook to a different situation. I have been looking through the rule book to see where it allows or forbids other players from playing catch during a pitcher's warm-up (even during the start of the half inning) if anyone else can find a rule about this please post it. Here is the difference: Sit. 11 - the F6 was warming up as pitcher while the coach was delaying the game with a conference with the current pitcher (who he was going to take out) effectively delaying the game to give him more than the 8 warm-up pitches on the field. If he wants to warm up a pitcher before the 8 on-field pitches he has to make a substitution and put him in the bull pen. Sit. OP - The fielders are just throwing around a ball just like when the pitcher is warming up at the start of a half inning. None of them are projected or intended to be used as F1.   16. No problem letting the infielders throw a ball while the pitcher warms up...especially of it's cold. They just can not delay the game and must be done and have the ball in at the end of the 1 minute warm-up. Sent from my SM-G928V using Tapatalk
  17. That is the difference between thrown and batted balls. With a thrown ball there has to be some intent to interfere (moving in front of the plate, being outside of the running lane, waving an arm) With a batted ball the it is the responsibility of the runner to avoid a fielder making a play on the ball. 8.4.2g Sent from my SM-G928V using Tapatalk

If he's made it all the way to the dugout and is sitting there and hasn't responded to his coach, the team, and the fans telling him it was only 2 strikes, why should I delay the game further to walk to the dugout and ask him to return.
