NFHS - 1st and 3rd occupied.  1 out.  Fly ball to RF caught for 2nd out.  Runner from 3rd tags and scores.  Runner from 1B tags and goes to 2nd.  Appeal made on runner going from 1b to 2B and is called out.  Does run score?  Next Question --- Does it matter if it is an appeal play or if the runner is tagged out trying to get back to 1st?  Does that make a difference on a timing play vs. a force out?

Run scores given the description that R3 scored before the appeal out of R1. This is a time play not a force. It is also a time play whether R1 is put out in a relaxed appeal such as you described or a continuous action appeal of R1 trying to get back to 1B, which looks like a force but isn’t.

FORCE plays only happen when a runner is forced to vacate a base (by the batter-runner hitting the ball). 

Force plays are not actions of a runner required to do something (tag up, touch the base, etc.).

Think of it this way, you can only be pushed into a force play.  You can never be pulled back by one.

In other words, a runner is forced to advance but not required...they are required to return, but not forced.

 

I think maybe they're compelled to do both.  But let's not get started on their obligations and mandates.
