A second baseman is running toward a  player on the opposing team and tags them in the back instantly losing control of the ball and dropping it. The player had not yet reached second base. Little league rules.

Fielder needs to keep control of the ball throughout the tag. If the tag in the back caused the ball to fall out of the glove, we have no out.

This is safe in any official version of baseball or softball.  

In order for the runner to be out you would have to judge that the fielder kept control of the ball throughout the tag, and then dropped the ball as a result of a secondary act - for example, transferring the ball to his throwing hand to make another play.
