There you have it!  Be prepared to write ejection report when BR's lead foot lands 3' past the bag before the throw and you call him out.

That interp applies to 2B and 3B as shown, bases that need to be retouched if you have passed it and need to return due to a caught fly. For 1B we consider the runner past if no foot can touch the bas

That interp does not require 2 feet touching the ground. On the ground only applies in determining whether a touch of the passed base is required when advancing again.

Isn't the ball considered "passed the base" when it crosses the front plane of the base? Why would we have a separate interpretation for the runner?

Because the runner is not the ball
