It is obstruction in LL. - "act of fielding" is not in the LL rule.

Probably in FED too.

OBR with "act of fieldiing" maybe - maybe not as the rule rule interpretation says:

If a fielder is about to receive a thrown ball and the ball is in flight directly toward and near
enough to the fielder so he must occupy his position to receive the ball, he may be considered "in
the act of fielding a ball." It is entirely up to the judgment of the umpire as to whether a fielder is
in the act of fielding a ball.

I don't think the highlighted part was met.

I think the KBO is using the same standard as MLB where we have seen this exact play overturned and called OBS on replay.

With the benefit of super-slo-mo and freeze frame, it sure looks to me like (right around 1:36) the catcher has the ball in his glove and has not yet taken away the runner's access to the plate.  Once he's got the ball, though, he's completely entitled to stick that leg in the way.

He stuck his foot put before he had the ball. Just because the runner hadn't hit the foot yet doesn't mean it wasn't obstruction.

Not a play a HP, but at 1B. R1 is leading off, F3 sets up with right foot blocking most of the base. R1 dives back but hand is blocked by the foot. OBS?? Part of the base is accessible, just not most of it.

There's a FED case play that says the fielder just has to give the runner access to part of the base. So in your example, not OBS.

Just answering Mr. B's question, not related to the OP. My apologies for the semi-hijack. Instead of being snarky, why not give Mr B the OBR or LL ruling?
