That's going to be entirely dependent on league or tournament rules.

Typically speaking, a younger player can usually play up, an older player can rarely play down.   I've seen tourneys in Canada and US that will allow up to three 18U players on a 16U roster.  I've seen leagues require board approval to allow an underage player to play up a level, as there are concerns that range from safety to "age appropriate discussion on the bench".

In Canada, when it comes to Provincial or National championships, no over-age players allowed.

You probably need to ask your league board / administrators to get an accurate answer -- a bunch of "random" umpires, most of whom do not work girl's fastpitch or in Canada and almost certainly not in your league are not going to be able to provide much specific advice.  We are much better at dealing with playing rules as opposed to league / administrative rules.

As stated, you'll need to clarify with the league - typically this means ONE age category up...ie. a U19  player can play for a U16 team, not a U14 team.     (Softball Canada nor its affiliates do not use peewee/bantam/midget terminology anymore)
