With runner on 2nd base, on a stolen base attempt to 3rd, batter gets hit in the head by the ball thrown by the catcher, while in the batters box.

Looks pretty bad, long delay, and everyone on the field forgets that he wasn't hit by a pitch, and he takes 1st base. Next batter up, one pitch is thrown, when people realize what just happened.

What is the ruling here?

It might be 8.01(c).

I agree: fix it. The pitch to the next batter is nullified, the previous batter is returned to the plate with his previous count, play on.

I blame the umpire.

This is not an answer to the question.

This is not even a rule in the rule book.

There was no question about if the the situation needs fixing or not.

That was the consensus, so I guess it was fixed properly.

Please clean up your posts with the name calling. There are ways to make your point without using the R word. Take care of it please.
