F1 Does Not Have to Stop To Throw to a Base

Can someone cite/copy where it indicates a pitcher does not have to stop when throwing to a base from the rubber for a pickoff, OBR

(d) (8.01(c)) Throwing to the Bases At any time during the pitcher’s preliminary movements and until his natural pitching motion commits him to the pitch, he may throw to any base provided he steps directly toward such base before making the throw.

Where does it say he has to come set before throwing to a base? If he does throw to a base as he comes set he has not violated 6.02(13):

 The pitcher delivers the pitch from Set Position without coming to a stop.

If it's not prohibited, then it's permitted (generally, and for "baseball moves").

Also the balk rule says it's a balk if he PITCHES without coming to a stop. No pitch?  No stop required.

Just this weekend, I had a loud mouthed asst coach screaming from 3rd base dugout when opposing LHP threw to 1st without a pause.  His HEAD coach (who was in 3rd base box) tried to shut him down saying "no, he does NOT have to pause to throw to a base".  Idiot's response was "a LEFTY does."  Can't fix stupid.

You got to love it when the assistant is arguing with the umpire AND his head coach!  There should be a "here's your sign" ejection for situations like that.
