Based on the story, it doesn't sound any different from the current pro interp, which has lately been widely (though not universally) enforced.

Adding rule language won't change enforcement at all, though it might give the commissioner a little leverage to punish the likes of Utley a bit more.

I think with the differences is currently under Pro baseball interpretation if the runner could touch the bag he theoretically legally could still go after a middle infielder. I think the tweaking would bring this much more in line with what's enforced with the force play slide rule at the Federation and NCAA levels.

I support this. it will definitely help clean up the game at the levels that I work as well.

I like "old-school" style baseball but much of the Ty Cobb elements have already been removed from the game and we are better for that. I still think it's ridiculous that pro baseball allows the collisions at home plate. It should not have of been legal for Pete Rose to take out Ray Fosse in the 1976 All-Star game and that was 40 years ago. Time  For Pro baseball to move into a safer era by removing these legal collisions.

@Cato the Younger, NCAA allows a legal collision as well. But now they have spelled out what conditions need to be met in order to have a collision. It is actually really nice.

Agreed.

The way obstruction rules have evolved there no need for this type of play in baseball at any level anymore.

"Within the rule alterations being discussed, there is a focus on ensuring that sliding runners either touch the base or make an effort to touch the base."

If runners are sliding beyond the leading edge of 2B, all efforts to touch 2B should be successful. A legitimate unsuccessful 2B touch should be rare. If R1 doesn't touch 2B, then, obviously his effort was not sufficient and every violation should be called. Anything short of this will mean they are only giving this safety issue lip service.
