Failure to Tag Up

FED rules:

R3 with one out.  Batter hits a towering fly ball to left field.  R3 fails to tag and crosses home plate.  Realizing the ball is caught he returns to 3rd base (without retouching home plate) where he slides in safely.  What and where should the appeal be, if any is needed, and what should you call?

The run scores unless the defense appeals the faulty tag-up (he is supposed to retouch HP before returning to 3B). Appeal by tagging the runner or tagging HP. Since its Fed rules, a dead ball appeal would also suffice.

​I'm not scoring the run when R3 ran back to third base.  He's still R3 unless the defense appeals the miss of home on his way back.  I agree with the rest of your post.

But can you return to 3rd after touching home plate? 

So basically my question would be is it an appeal at home plate or an appeal at 3rd base.  And if they appealed at the wrong place they wouldn't get a second shot!

​Yes, you can return to 3rd after touching home as long as a following runner has not scored.

The appeal is for missing home on the way back to third.  By sliding into third before the defense appealed there, he has corrected the fact that he left third early.  While the ball is still live, they can tag the runner who is standing on third base, and verbalize that he missed home on the way back, or they can step on home with possession of the ball and verbalize that he missed home on the way back to third.  OR, they can just ask for time and then make a verbal appeal that the runner missed home on his way back.

Note that R3 committed 2 infractions: he failed to retouch (retouch appeal denied, since he got back before the base was tagged), and he missed a base (missed HP the last time by).

The second infraction can still be appealed, but I will need to know exactly what the defense is appealing before ruling on it. Merely stating "we appeal!" and/or tagging the runner is not an "unmistakeable" act, since there's more than one infraction.

The appeal needs to be for not retouching home plate on his way back to 3B.....same as an R1 rounding 2B and not retouching 2B on his way back to 1B.

One infraction has been corrected by the runner touching the base. So a tag of that runner might be an unmistakable appeal of the miss at HP. The timing of what happened when , of course, would make a difference in whether the proper appeal was obvious.

​And as long as you weren't mistaken in thinking you left early.  SO, if the run was legal, it can't be un-done.
