The FED strike mechanic is made while facing the field of play. I would caution any PU that is turning to the side to give a strike call to be sure your timing is giving you the best opportunity to see dropped 3rd strikes and batter interference. With the new FED rule pertaining to controlling the backswing, IMO the PU needs to be looking forward to see this. I attended a HS game last night where both of these occurrences were missed while the PU turned away from the batter IMO "grandstanding" delivering strike 3 calls. The HC argued the no-calls and rightfully so.

 

How do you explain to the HC why you didn't call it? Coach, I didn't see it...

In all amateur levels, the strike mechanic should be while facing the field.  And, the backswing rule isn't really new -- it's just a codification of what had been the interp.
