U14 baseball, slightly modified Fed Rules, just about continuous batting order really.

Quarterfinal of the tournament, one coach makes his third visit to the mound without removing a pitcher and I make sure to tell him coach thats your third and last visit, and he tries to tell me its his first with that pitcher. I said that didn't matter at all. Next half inning other coach comes out, I inform him that was his second visit and he says the same thing, but it was my first with this pitcher. I re-read the rulebook to make sure I was right, and I was, any visit after the third in the first seven innings requires the pitcher to be removed. Where is this idea that a new pitcher starts the count over coming from? I'm not all that familiar with OBR, but I didn't think there was anything like that in there either. I thought that was just one per inning instead? Any help?

It is an OBR rule. A second visit to the same pitcher in the same inning requires a new pitcher.

To answer your question of why they were confused, it's one of two things: 1) They only know the OBR rule, and not the Fed rule; 2) The league has adopted the OBR rule.

So does OBR. They could get it from any OBR based league (most of them are).

this happens because most coaches think they know the rules--just ask them--most people who coach are parents of a player on the team and they think they know the rules because of what they see on TV(OBR)--most do not take the time to read a rule book and most do not even think there is a difference in codes-OBR/NCAA/FEDERATION.

How about this ....

The coaches don't even know when they're playing under a different rule set, and only look at OBR (when and if they even do look at rules)...

I did a few games this summer where we were under FED, and the coaches just looked at us ...."uhm...ok" ..... like they didn't know, and/or care .....;)

If a coach needs to go out a second time in the same inning, chances are that the pitcher needs to be pulled, no matter what the rule allows. (And, yes, there are exceptions to this.)

1) He probably needs to.

2) If you remove the pitcher then the visit does NOT count toward your allotment of charged conferences - and I'd bet the HS coaches know that. The "amateurs" using FED may not.

you know it is apples and oranges between the OBR rule and LL's. They have a three visit rule but it resets with each pitcher, Fed does not. OBR resets every inning for the same pitcher and for every pitcher coming in. There is no limit like LL, FED or NCAA.
