There are dinosaurs out there that will not be happy if you ask them if they are in B/C. Some will even throw you under the bus and say "I dunno...that's your call". You should pre-game this situation to see if you have a dinosaur partner. If you do, I wouldn't ask him (and if he's PU, he will never ask you)... ...survive your game...don't fv<% with the dinosaur.

There is a rule difference between HS and official baseball rules (OBR). This became a balk in OBR about 5 years ago, but NFHS (HS-Fed) did not go along with the change and kept 1B as the only base that you can't fake to.

HTBT I'd like to see what caused R2 to take that "deep slide" tumble that started the collision. Did he deviate his path because F2 was blocking HP without the ball ? If so, then I'd have obstruction. If no obstruction, I don't think you can call R2 out per 8-4-2f (if F2 drops the ball) unless you judge that the contact wasn't an attempt to avoid the fielder.

The Ask The Umpire forum is a don't ridicule the newbie poster zone... ... but that tradition doesn't apply to DB trolls.

The logic of that escapes me...obstruction on a rundown is type 1(A). Type 1(A) is when obstruction occurs on the runner being played on or BR has not yet reached 1B. Ball is dead but you could score R2 if you thought he would have gotten HP. OBR 6.01h

Since they are making a play on BR on the fly ball, why isn't this type 1 (A) obstruction ?

We have an out provision in our local rules code prompted by my tossing a U10 kid for repeated offenses (the last of which injured F2) ... you'd have thought that I was sending the kid to the electric chair. Next week we have the out provision

I do not have his shoulders moving towards HP....just a dip at the start of this legally deceptive pick-off move. Watch his non-pivot foot. It does gain direction/distance towards 2B. I have nothing.

I stand corrected. Fed 8-4-2g does get an out on a runner if his out is prevented by the illegal action (intentional interference) of another. In OBR the offender would be out. I think that the only infraction that doesn't allow the completion of a base award in Fed is MC. That 2009 interp 15 supports that contention.

Foul ball... easy umpire 101 Fair ball.... easy umpire 101 Strike and an immediate conversation with partner about check swing appeals. This can't wait for a post-game convo...I don't want it to happen again. Home team decides playability of field until first pitch, after that I do. I work with (usually home coach) to make these decisions. We're probably not playing with a large amount of standing water in front of a dugout. If PU is announcing the count on every other pitch (as he should), then this shouldn't happen. But if it did, (A) I'm allowing runners advance (that's on the defense) and then telling B to go back to the plate. (B) I'm allowing the outs (that's on the offense) and then telling B to go back to the plate. If PU isn't doing his job (no count announcements), he is part of the problem and I'd kill it and put everyone back.

This F2's left or right hip pocket concept has never made any sense to me (sounds like I am close enough to pick F2's pocket...that's too close, IMO). I just go to 90 degree angle to where I anticipate the tag to be (the wedge).

TWP .... What rule/interp could be cited to come up with that ruling... I have no idea. It sounds more like an application of 10-2-3g (OBR 8.01(c)). And since the UIC is authorized to " make final decisions on points not covered by the rules", my remedy might be different from your anonymous authoritative source.

The set position pitching rule says that if he is delivering a pitch, he has to do so "without alteration or interruption". The picking up the pivot foot and moving it backwards/on top of the rubber could be considered an alteration/interruption of the delivery. That said, if this is as low a level baseball game as this F1 is (and especially if he could throw strikes), I probably wouldn't balk him.
