This rule has a balk in it also that is not referenced in rule 8.05. They used a balk and INT wording to get the penalty they wanted.

I think Jim means that since the pitch never reached the plate, it couldn't have possibly been a strike. That's what I would think. So same sit bases loaded, 3-2 count, pitch right down the middle but caught before the plate what do we have?

8-3-1© adds the criteria of stepping and also gives stealing runners a base as opposed to all runners in the OBR balk: c. he is attempting to steal or he is forced from the base he occupies by a batter-runner or runner who must advance because the catcher or any fielder obstructs the batter, such as stepping on or across home or pushing the batter to reach the pitch or touching the bat (8-1-1e). Instances may occur when the infraction may be ignored (8-1-1e). In the OP I still have 7.07 violated. But if you are in the other camp would you agree the pitch will always be a ball?
  4. If he can you should be able to.

Depending on the count, it matters in who bats in their next inning. But I wouldn't have had the out. I would have had the balk and Int. Please tell us where the INT occurs? By Rule 7.07: "the pitcher shall be charged with a balk, the batter shall be awarded first base on the interference and the ball is dead." Example is same sit but batter stays in box and doesn't swing. Coach says he didn't get interfered with. I say that's good because your catcher wouldn't have a head anymore. Read the rule.

  7. He may be tough but the PU was wearing a scarf. Where do I find the TIC emoticon?
  8. He goes back: INTERFERENCE (a) Offensive interference is an act by the team at bat which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play. If the umpire declares the batter, batter-runner, or a runner out for interference, all other runners shall return to the last base that was in the judgment of the umpire, legally touched at the time of the interference, unless otherwise provided by these rules. Rule 2.00 (Interference (a)) Comment: In the event the batter-runner has not reached first base, all runners shall return to the base last occupied at the time of the pitch.
  9. Your school says you need a batter, the PBUC says you need a batter (Don't know what MLBUM says), Wendlestedt (WUM) does not need a batter. 5.11 and 4.03 require a pitcher on the rubber and all fielders except the catcher in fair territory. Take your pick.
  10. You lost me -- who needs a batter? If I remember right, the PBUC.
  11. Craig was an illegal reentry and they should have lost Marte also. 3.03. Edited to add that the umpire must be notified of the double switch before signaling for the new pitcher.
  12. Not that the conditions existed FOR the ball to be put in play... Doesn't the HR make the ball dead? Of course which is why the ball had to be put back into play. Like RichMSN said, I didn't see it put back in play and there was no batter in the box. And the evidence is gone.

  14. Go here for a Tournament Cheat sheet: http://llumpires.com/sites/llumpires.com/files/rules/tournament/2012_tournament_rules_chart_bb.pdf Back up on that site for more info. Google "LL RIM" for the whole rule book and LL comments.
  15. So with a "normal" windup position and R2 you would balk the step back toward 2B that F1 normally takes.
  16. If he picked to 1B from this windup foot position, before starting his motion, with a proper step what would you balk him for? (Granted the only time you might see this from the windup would be bases loaded)
  17. What is with Molina ducking on that pitch?
  18. I've seen opinions (not mine) to not call these "technical balks." If one is of the opinion to not call this balk because it's too "technical", I don't ever want to be on the field with them. The good news is that even if they won't, you already have.
  19. So, with R3, what would Cliff Lee's rocker step be?
  20. I've seen opinions (not mine) to not call these "technical balks." What happens if one does? Does what? Call the balk?

    Appeal Play/Balk

  23. The throw has to beat the runner. 6.05 A batter is out when— (j) After a third strike or after he hits a fair ball, he or first base is tagged before he touches first base; So if it's a tie, he or the base was not tagged before he touched the base so he's safe. Same here: 7.08 Any runner is out when— (e) He or the next base is tagged before he touches the next base, after he has been forced to advance by reason of the batter becoming a runner. Wasn't the wording of 6.05(j) changed a few years ago to make it consistent with 7.08(e)? Does anybody have the previous wording of 6.05(j) if in fact I am correct in remembering it being changed?
  24. " I thought they would have to step on the rubber then step off and throw to second." You do know that taking the rubber in any code is only to make the ball live again for an appeal. If the ball is not dead the appeal of a missed base or failure to tag up can be done without taking the rubber as in fact most appeals of failure to tag are done.
  25. When the ball hits the fence it is no longer in flight and a HR has to leave the field in flight. Thus the interp. They do not define playing field but they do define one of the borders of fair territory as the perpendicular extension of the bottom of the playing field fence. So you could infer that a ball that hit the top of the fence and went out did pass out of the perpendicular extension of the bottom of the fence in flight. No, never mind, let's use the interp.
