What call was even made?  I didn't see any runners advanced, no ball added to the batter . . . 

 

I'm assuming he was fine when he turned and drove the runner back, but the lazy throw after the runner was already there was the violation.  What happened next though?

It was a pitch clock violation. A ball was added to the count. I think the issue is the two stutter steps AND the lob over. Definitely not a legitimate attempt to retire the runner.

They wouldn't. It's not a Balk...

It was, eventually. Just because the screen bug or scoreboard don't immediately reflect it, doesn't mean it wasn't ascribed. The PU didn't even have a chance to flash the new count to the press box or field yet.
