Hi my daughter plays 8u softball and some of the girls on the other team looked a lot older then the others. Can we ask for a birth certificate to prove the age? And if so, what happens if they either don’t have it or won’t go get it?

The tournament, league and/or organization should have rules and procedures around the age of the participants.  You'll have to consult those rules to know what procedures your team needs to take to contest a participant's age. 

If you want to deal with it during a game, you'll have to call upon some event/league organizer to find out what to do.

Just to overly clarify what @Coach Carl is saying: 

This is not an umpire issue.  Do not take care of it on the field.  Do not wait until you are on the field.  Do not even say anything about it to the umpires.  You need to handle it with tournament or league officials.

Me: I was trying not to go into my snark mode . . . 

Snarky me: The coach probably moved the whole team up because a few players aged out, but he wanted to keep HIS team together, and they were an extremely talented 4u team who needed a challenge.
