Pitcher steps toward 3rd, fakes a throw, no defender anywhere near the 3B bag.

Legal?  Balk?

What if F1 faked to second with no one covering?  Is there a difference between second and third in FED rules?

It's legal because the rule (HS 6-2-4-b) provides that the feint is legal if its intent is to drive back the runner.
