Balk question Runners at Second and 3rd

Ok question if this a balk call. Runners on 2nd and 3rd Pitcher steps gaining minimal ground to 3rd pauses for about .5 sec with foot on pitcher plate, ball in throwing motion , just behind his ear.  Then whirls around to throw at runner on second, with foot is on pitcher's plate... Is this a balk?

Depends on the rules code.

 

Balk in OBR and NCAA for feinting to third.

Legal in FED.

He has to step toward the base he throws to, doesnt he? I picture it as he steps, minimally, toward third for a half second and then shifts his torso toward second and throws there.

And he is still on the rubber. So even if he is allowed to fient to third, he doesnt step toward second as needed.

Unclear whether "whirls around and throws to second" satisfies the requirement of stepping ahead of the throw.

With a step, legal in FED and other codes that allow a feint to 3B.

Otherwise, this would be a step balk.

Yes -- I read it as a step, but with the pivot foot still on the rubber (which wouldn't matter in FED)

Kid nearly steps in place but it was very short to third with ball up but does not pump his hand, then he turns to second to pick off as a normal pick off play where he raises his name then turns around and throws to second if that makes sense

Did his free foot step to second as part of the throw there?  That's the issue.

Yes but he did step to 3rd picks his foot up again and turns to step to second then throws to second
