It can't be a dipswitch change, but I'm not sure what exactly they will change. It's quite likely some sort of firmware update or reprogramming of an EEPROM.

I believe anything that you buy right now from Purchase Officials, they are the ones who actually make the Ref Smart timer, will be of new rule compliance.
