Little League Majors, top 4th pitcher who has been in the game for a few innings already. Walks the Leadoff batter on 4 straight. Head Coach comes out for a visit .  The same pitcher then throws 2 more balls to the current batter, coach asks for time to visit mound and change pitchers. I stopped him & said you cannot make 2 visits to a pitcher with the same batter up. In OBR 5.10 l (3) I am correct , But what about Little League??

I can't find that language in either the LL basic playing rules or tournament.  However, it is the case that (barring injury) any pitcher must disposition at least one batter before he can be changed out.  Looks like he did issue a walk to the previous batter, so the manager can change out the pitcher any time.  Also, your rule citation is not in LL.  Not sure where you are looking.

The Little League rule that covers mound visits is 8.06—it does not have the same bit of text you referred to from the OBR. As far as I can tell, a coach is limited to three visits to the same pitcher in the game—when two of those visits come in one inning he has to make a change. The following explanation comes from our local Little League guidelines--

Mound Visits

• Majors, Intermediate & Seniors: A manager or coach may come out once in one inning to visit with the pitcher, but the second time out, the player must be removed as a pitcher. A manager or coach may come out twice in one game to visit with the pitcher, but the third time out, the player must be removed as a pitcher. A pitcher moving to a different position and returning as the pitcher of record shall retain the number of visits from their previous appearance as pitcher. – Rule 8.06(a) & 8.06(b)

Senor Azul is correct.

There is no restriction in LL. A manager is only governed by the number of visits allowed in an inning before a pitching change must be made.

In your case in LL, the visit should have been allowed. Also, since it was the 2nd visit to the same pitcher in an inning, a pitching change was mandatory.

If it helps, through example you locked in the two visits same pitcher first batter/same inning situation. Now I'll recognize it instantly when it happens to me. Something I knew the rules for but now it's fully internalized. Thanks.
