If pitcher (F1) definitely stepped off, as you stated, then it’s 2 bases. Thus, R2’s awarded Home.

The difference in awards depends on "who" throws the ball out of play:

When a pitcher steps off the rubber he is now now a fielder and the award is two bases, from TOW (time of wild throw).

If a pitcher, engaged with the mound, steps toward a base or does a jump type disengagement, or in throwing the towards home, then it is a 1 base award from TOP (time of pitch).

Interesting. I guess it could be a balk, but here he is trying to make a play on the runner. Are you calling balk because it got past the 3rd baseman?

No -- because I mis-read the play while doing something else.  The only balk was on me.
