  1. Little league tournament (all stars) Pitcher A finishes the 1st inning -The obligation to pitch to one batter is met. Pitcher A warms up in the 2nd -Never pitched to a batter in the 2nd Pitcher B comes out to replace Pitcher A Q: does Pitcher A have to pitch to a batter, before Pitcher B takes over?   2. Does language exist requiring those that those batters that did not bat will now be at the top of the lineup for the next game, etc. Not so much a "penalty" but a path forward.   3. Little league baseball Mercy rule ends a brutal game (thank goodness) With 9 outs, not all 12 players were able to bat (continuous batting). Q: i cannot see any verbiage due to that batting deficit in not having all 12 bat. I am really asking for a penalty, etc due to not batting due to the mercy rule for the team that was skunked (for lack of a better term). Or is the game simply over and look forward to the next game.   4. This is in the 2025 rule set Please look at the last sentence in 8.01(a), this I understand with my “other” groups I rule for as an umpire. 8.01(a) The Windup Position. The pitcher shall stand facing the batter, the pivot foot in contact with the pitcher’s plate, and the other foot free. From this position any natural movement associated with the delivery of the ball to the batter commits the pitcher to pitch without interruption or alteration…. The same language does not exist in the language. 8.01(b) The Set Position. /// I saw a Major division pitcher step forward and the take a deeper step (after coming to a set position) while moving forward after which he delivered the ball. The umpire did not call an illegal pitch (no balks in little league) but I do not think he even saw the 2 step move. I found it odd, but in reading the rule set there is no such language as is found in the windup language. Q: the lack of language is just as important as the language that is included in a rule set.   9. Little League rule set Prior to 2020 leagues were using 1hr 30min for 9/10 games (minors). In 2020 little league baseball began to include an actual time of 1hr 45min, but they used the words “may adopt” and then a series of “or” statements. My understanding is that the “may establish” pertains to one of the three “or” statements for game conclusion. However, “may establish” allows for one of these to be true, correct? Ex: no more 1hr 30 min regardless of the choice made. Do you concur? /// h. Minor (Player Pitch) and above: A local league may establish that games will consist of six (6) innings [intermediate (50-70) Division/Junior/Senior: seven (7) innings], or meet regulation as outlined in 4.10 and 4.11, or meet a minimum 1 hour and 45-minute time limit.   10. We have 36 players signed up to play junior division little league baseball. We have two coaches (ie two teams). Is there logic in the rules that would allow for a tryout to occur and take the top 28 players (14 to the two teams) and the overage to another league that has room for the difference of players? Question: what if the team shows up with less than 12, without an excuse ie illness or injury with documentation? Our district have leagues that continually break this 12 player roster "rule" and have zero repurcusions. The latest was a team that played 3 games with 11 players and the last game had a protest (at 10 pm) that went all the way to Williamsport for a decision and the comback message was "let them play". the team in violation won and then played the next game. So, then why all the stress? Who cares if there is zero penalty, why have a "rule" of 12. The only penatly is an out for a team that fields less than 9, but that is not a point of this discussion.   14. Thanks I am UIC and wanted to at least make sure my “asking” that the bats be removed was in compliance. Have a great tournament season! Well with parents/coaches involved have as best a tournament season as possible. Har har.

Little league baseball rule set The word “prohibited” in the following sentence means exactly what? “All BPF - 1.15 bats are prohibited.” It DOES mean that this type of bat cannot be used during the game; however, does it also mean that this type of bat cannot be on the field or in the dugout?   16. My point is that a protestable issue is a game time / on the field issue. Anything outside the field, like an ejected coach doing whatever (as long as he is not coaching) would be an issue for the district or tournament director to handle. Sent from my iPhone using Tapatalk

  18. This is what I was referring to in NFHS rules for balks: 6-2-4 Balk. If there is a runner, or runners, any of the following acts by a pitcher while he touching the pitchers plate is a balk: 6-2-4e Taking a hand off the ball while in a set position 6-1-3 Unless he pitches to the batter or throws to a base or he steps toward and feints a throw to second or third base as in (b) Please note the “steps toward and feints a throw” The leg movement and arm movement are together and not separate.   20. As this grows in popularity the ripple effect will cause damage to smaller little leagues to loose attendance. Do you fellas have any comments on issues that could/would occur? Starting with the 2025 season, children at the youngest level of the Little League[emoji2400] Baseball and Softball program (League Age 4-7) throughout the United States will have the ability to register for any Little League program they choose, without respect to any geography- or school-related eligibility requirements. During the latter innings of the little league Texas game: The runner was called safe at 3rd, the defense challenged and it is overturned…BUT according to the LL review rules, a call safe on a base is not reviewable ONLY if called out. In Little League rule set “Rule 4.00 Starting and Ending the game” I do not understand why the line says “if the home team is ahead”, why does that matter…it is the end of the inning from the “If after…” verbiage. Please note that I removed the Junior this and Senior wording so that it makes the reading easier and “hopefully” to the main question. Please note that there is extra comma that truly exists in the rule and I am guessing is a mistake in the 5th inning section. /// If after three (3) innings if the home team is ahead, one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. If after four (4) innings if the home team is ahead, one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. If after five (5) innings, if the home team is ahead, one team has a lead of eight (8) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.
