OBR; Intentional Base on Balls

Now that OBR allows IBB on request, does the ball stay LIVE, or does it get killed like in FED?

I don't have anything to quote but I'm pretty sure it's a dead ball.

The 2017 OBR rule book mentions the new intentional base on balls rule in five places but fails to mention the status of the ball during the play. Here are the references to the new intentional base on balls rule—Summary of Rule Changes, Definition of Base on Balls, rule 5.05(b)(1) Comment, rule 6.08(a) Comment, and in the scorekeeping rule 9.14(d).

The new rule has been used at least twice so far this season and both of these plays can be found at MLB Video. I watched both and did not see the plate umpire call time. It seems the intentional walk is meant to occur during live ball.

Not to argue, but it would be weird for that interaction between a manager and an umpire to be a live-ball situation, wouldn't it?

It seems like most of the other teams umpires and managers are talking, it's a dead ball (or else somebody's about to get dumped).

I'm pretty sure it's live. There is nothing in the rule book that specifies that this is a dead ball award. However, it doesn't say that it must be live either.

So, with a lack of clarification, are we to assume that the status of the ball is the same as whatever it is when the IBB is requested?

Might want to bring that part up with the MBA, since you have their ear.

Not at all. "Hey, blue, we're walking him" doesn't require a time call or a conversation. It's no different than, "Hey, blue, what's the count?" or "How many outs are there?"

We may be overlooking the fact that MLB umpires don't signal time for everything we would, so it's entirely possible there's a protocol in place and we just aren't seeing it signaled.

I think we have it covered with the MBA. I expect this to evolve w/ MLB as well. I do agree with you about what you say w/ regard to status of the ball.

Since this IBB was asked for during a dead ball for a pitching visit, the ball was simply never made live.  It would seem that the ball remains live or dead as it were at the time of the request, and it does appear that the catcher may give the request, not just the manager (as seen in the Pujols example).

If a defensive team's manager notifies the umpire that he would like to intentionally walk the batter,

• Prior to the at bat beginning:  As the batter approaches the plate the umpire will call "Time," the ball is dead, and the umpire shall award the batter first base and advance any other runner(s) forced to advance by the batter being walked.
• During an at bat:  The umpire will call "Time," the ball is dead, and the umpire shall award the batter first base and advance any other runner(s) forced to advance by the batter being walked.

If a substitute batter is being entered into the game, the plate umpire should confirm and officially signal the batter into the game prior to addressing the defensive Club's request to intentionally walk the batter.
