Starting Pitcher Re-entry

FED Rules.  Bottom of 6th and Team A is leading comfortably 9-0.  Coach begins to empty the bench.  4 sub hitters come to bat and the 2nd hitter bats for F1.  Top 7th Team A re-enters the 4 starters and puts F1 back onto the mound.  Pretty certain that this is legal, however Team B coach is adamant that I am incorrect.  I have searched for the rule on this and for the life of me cannot find it.  Please point me in the correct direction.  Thanks.

There's nothing to find...legal. That's just a run of the mill re entry.

NFHS 3-1 Article 3....  Any of the starting players may be withdrawn and re-entered once.......

There are three reasons why a starting pitcher cannot return to pitch -- and being pinch-hit for is not one of the three reasons.

This happened yesterday in a game with 3 umpires from our association.  In their case, the substitution happened while the team was on defense.  The substitute pitched to one batter and then they brought the starting pitcher back in.  They correctly allowed the pitcher to return (the plate umpire made sure the relief pitcher took no more than 8 warm up throws) and the opposing team filed a protest.  The opposing team won, so the protest will be withdrawn.

NFHS 3.1.2 SITUATION C:

In the top half of the first, S1 pinch hits for F1. In the bottom half of the first inning, F1 (a) re-enters to face the first batter or (b) does not re-enter until later.

RULING: A substitute may replace F1 while his team is at bat without penalty. Since F1 is a starter, he shall re-enter and pitch to the first batter in the bottom of the first inning. In (a) F1 has complied with the rule. In (b), since F1 did not pitch to the first batter, F1 may not return to pitch. He may, however, play another position. (3-1-1, 3-1-3)

I knew I had read the scenario somewhere.  I was thinking that it was in the rule book, but I guess it was actually in the case book.  Thanks @Cav for posting the case book reference.
