Fed rules, HS regionals.  Bases loaded, less than 2 outs.  8 hole at bat, reaches 1B on a walk.  DHC appeals BOO after all runners advance, which he is correct.  7 hole should have been proper batter.  I call 8 hole out, and he is now the proper batter, no issues thus far.  I put all runners back and continue with 8 hole.

Post game, I am working with a partner with 30 plus years of experience and I start questioning my decision to put runner back in their original places.  He tells me I got it right, but I'm still questioning my own call.  I know if the incorrect batter advanced runner on a base hit, they go back.  But I couldn't find a case play to support the walk, were all runner advanced one base.  I believe a base hit and a walk would apply the same penalty.

FYI, no one questioned my call expect ME.  I still not 100% positive.  Hovering around 90%

Why look in the casebook when the rulebook has it clearly. 7-1-2.2, and 8-1-1.c

BTW, I think you meant you called the 7 hole out. The proper batter who missed his turn at bat is called out and that's why the 8 hole would bat next.

Anyway the results were correct other than charging the out to 8.

Yes, you are correct.  7 Hole was the out.  Thank you for the rule reference.  Should have started there first instead looking in the case book.

If appealed at proper time (as it was), the results of improper batter (#8) are negated, including any advance of runners resulting from his hit, walk, or whatever...so YES, the runner(s) go back.  The man who SHOULD have been at bat (#7) is declared OUT and #8 now hits (again) in his proper spot.

This is assuming your OP was correct, in that the runners advanced on the base on balls.  If runners had advanced on SB, WP, PB, botched pick-off, or something else un-related to improper batter reaching base, they'd be allowed to stay where they'd advanced. (this was, obviously NOT the case here, as OP describes play starting with bases loaded).

I'm impressed. Not by what you did. You were perfect. I'm impressed that the DHC waited until the improper batter completed his time at bat before appealing.;)

Agreed... only BOO I have had this season the coach brought it up after the 1st pitch... OK coach, your right. Bring in the proper batter with a 1-0 count.

And why some umpires are in the playoffs despite their rules knowedge. Balls and strikes and game control. MLB and below. I'm not complaining.
