R3- to balk or not

I have some people tell me to not balk in R3 unless F1 commits a major gaffe.  What would you not balk or would you just enforce the rule? Fed.

A balk is a balk, I don't care who advances. If the defense doesn't want to balk in R3, don't balk.

That said, I am not on the strict end of balk enforcement.

This depends on the ages of the players. When we do 13U, we don't call balks, but tell the coaches what we see so they can work with their pitchers. If we're doing Freshmen or JV and the pitching makes the game a horrible walkfest, I'm more lenient when it  comes to the more subtle balks. But for higher level high school and men's league, if I see it, I call it. But in no case do I not call one based on game situation.

Put yourself in a D1 NCAA College World Series Game 3 / MLB World Series Game 7 / any thing equivalent, Bottom 9th, Score 1-1, 0 outs, R2 and R3. Defense is going to IBB batter . On his 2nd pitch, he does not come to a complete stop. Are you going to call a no-stop balk? And if you aren't, why not?

Gosh.  Seems like only yesterday when that happened.  But I bet it was 15 years ago or so in the NCAA World Series.

I had a 12UAA Grand Slam Elimination game and had a bases loaded 2 out sitch and F1 bounced through the stop and I had to call it.  It is what it is.
