Rule 3-3-1n is specifically about balks: "A coach, player, substitute, attendant or other bench personnel shall not: 

n. call "Time" or use any command or commit any act for the purpose of ­causing a balk."

 

More generally, 3-3-1f prohibits unsportsmanlike acts: "A coach, player, substitute, attendant or other bench personnel shall not: 

f. commit any unsportsmanlike act to include, but not limited to:

4. behavior in any manner not in accordance with the spirit of fair play"

This is my go-to rule if I have an offensive bench that's chanting and builds it up to a scream when the pitcher is in his delivery. I have no tolerance for that crap.

This was my issue today exactly. The coach was a "high school official" (*cough* bullcr@p) and had never heard of such a rule. I had it pretty close, I said it was somewhere in rule 3 but I had the verbiage slightly off. I lent my book to another guy so I couldn't look it up after the game for him. You have wide latitude to enforce this rule. For the behavior you describe, I would follow a progression: warn, then eject (restriction applies to coaches and illegal subs). A player who exhibits grossly unsporting behavior should be immediately ejected.

3-3-1 PENALTY: "The umpire shall eject the offender from the game, unless the offense is judged to be of a minor nature. The umpire may warn the offender and then eject him if he repeats the offense. The warning or ejection shall be made at the end of playing action."

You could have verbal interference? I was always told if your going to yell 

1) don't say anything about the pitcher or about the offense team

2) don't raise your voice once he starts his motion.

 

If you ignore it, then the W,R,E comes.

You have to distinguish between bench jockeying or cheering for their team mate. It's a fine line. If they make a comment directed at the player or the team, that's bench jockeying. It's not allowed. Call time and issue a team warning for bench jockeying. Follow that up with an ejection if you have too. Usually the warning will take care of business. If you nail em for cheering,.........well.... that's being OOO.
