Ok had a situation that  resulted in an ejection on Sat.  More about the ejection later in a separate report.

So on a 3-2 count the batter tried to request time, and steps out of the box.   I had the pitcher starting his wind up, so I didn't grant time, usually i say something like "No" but this time I said nothing.

The batter knows I didn't grant time so now he steps back into the box.  The pitch comes in and it's out of the zone. You can guess what I did but what would you have done.?

Would you have balled the pitch or called an expanded zone strike?

Why call it a strike if it's not in the strike zone or he didn't swing at it?

Call it like the rules say... OBR at least.... 6.02 (b) The batter shall not leave his position in the batter’s box after the pitcher comes to Set Position, or starts his windup.

PENALTY: If the pitcher pitches, the umpire shall call “Ball†or “Strike,†as the case may be

I think you wouldn't be alone in expanding the strike zone in that situation, particularly up and down. The rules wouldn't back you up, but you'd have some company.

If he jumps back in, call it as is. If he jumps out and stays out, don't be ridiculous but give the benefit of the doubt to the pitcher.
