OBR rules. Bases are loaded with 0 outs in the final inning in a tied game and ball 4 is delivered. BR starts to take off towards first but never makes it due to being ambushed by R2. R2 had taken off running towards the BR as soon as ball 4 was delivered. R1 started towards 2nd but joined in the ambush as well never making it to 2nd. R3 went home and touched home plate. Do we have outs or do we need appeals or what?

We need BR touching 1B and R3 touching the plate. Game over.

In most rule codes, you're going to need an appeal to get an out here.

On appeal the BR would be declared out, but it doesn't matter as the run scored.

If there was two outs, and with a proper appeal, this would be as SH*# storm when no runs scored.

So what would you have if the defense appealed BR, R1, and R2 for not advancing? Would you have 3 outs or would you have game over due to R3 advancing and scoring?

You can call him out for failing to touch 1B, but that's just the first out. What is the status of R3 ? If you don't take care of R1 and R2 then there is not 3 outs yet. You need to get R1 and R2 for abandonment (outs 2 and 3) for BR's run not to count.

To simplify: BR out for refusing to advance. R3 scores.  As R1 and R2 are not required to advance you can't call them out.

 

And you don't need an interp as it's right there in 4.09.

I agree with Rich's quote and note that it includes "refuses to advance" -- in my mind that means telling him he needs to go to first.
