Weird pitcher move

This happened to me about a year ago, so some of the finer details are a bit hazy. HS rules. 13yrs. R1 and R3 i think. I know there was R1 and no R2. anyways pitcher goes to windup start. takes sign and stands there for a sec to make sure everyone knows he is in windup. then takes his nonpivot foot and steps directly at first. caught me and my partner off guard but we quickly both called balk. DC comes out saying that its not a balk. says he has rules that he used to make sure that it wasnt. what he actually had was a printed copy from some website that vaguely resembled rules. both me and my partner tell him he is confused because he doesnt even have the full rule that he is protesting.

 

I guess my question is have you ever seen this move or something like it? what is the weirdest way a coach has tried to get around a rule for you?

in FED rules, from the windup, he can only deliver a pitch or legally disengage by stepping back with his pivot foot

 

from 6-1-1 art 2

With his feet in the wind-up position, the pitcher may only deliver a pitch or step backward off the pitcher's plate with his pivot foot first. After the pitcher has placed his pivot foot clearly behind the plate, he has the right to change to the set position or throw or feint to a base the same as that of any infielder. During delivery, he may lift his non-pivot foot in a step forward, a step sideways, or in a step backward and a step forward, but he shall not otherwise lift either foot.

I saw this move just Friday in a 12 year old all-star game. None of us (3-man crew) called it a balk ... thank God.

Coaches can't get around rules, bc they don't know them ... most common comments from coaches are the +1 base award comments. Those are easy convos though
