Weird pitcher move

This happened to me about a year ago, so some of the finer details are a bit hazy. HS rules. 13yrs. R1 and R3 i think. I know there was R1 and no R2. anyways pitcher goes to windup start. takes sign and stands there for a sec to make sure everyone knows he is in windup. then takes his nonpivot foot and steps directly at first. caught me and my partner off guard but we quickly both called balk. DC comes out saying that its not a balk. says he has rules that he used to make sure that it wasnt. what he actually had was a printed copy from some website that vaguely resembled rules. both me and my partner tell him he is confused because he doesnt even have the full rule that he is protesting.
I guess my question is have you ever seen this move or something like it? what is the weirdest way a coach has tried to get around a rule for you?
