R1, R3, one out. Pitcher in the set position begins his strecching motion. R1 excutes an early break. Pitcher makes no motion to pick off R1. R1 has touched second pior to the pitcher breaking his hands. Pitcher delivers the ball and batter his a fly to center field and is legally caught. R1 (now at second) retouch properly and advance. THe defense plays on R1 at third and tag is late. The defense appeals that R1 did not retouch properly at first. What is the call?

R1 obtained 2B before TOP (Time of Pitch).

He is now R2.

Tag on R2 was at 3B was late and he is SAFE and now R3.

When the Defense appeals at 1B I say "That is nothing".

His stretching motion happens before he comes set. It's part of the prep.

 

If the runner obtains 2B before the time of the pitch (TOP) he is considered to legally be there.

 

TOP cannot happen until after the pitcher is set, and is when the motion then commits him to dedlivert a pitch.

In all of these situations the time of pitch is the release of ball or when the foot crosses the pitchers plate legally requiring the pitcher to go pitch to home?

So the acquiring of the stolen base is related to the definition of TOP. Where is TOP in the rule book?

Has nothing to do with release of the ball, or relation of foot to the plate. Any movement that commits him to deliver to the plate begins TOP. Fed 2-28-3 page 21 of the 2013 rule book

Remember not all pitchers cross the rubber when they pitch

In fact most dont and from the set the motion requiring a pitch is usually some forward motion of either the free leg or the upper body

also, breaking the rubber doesn't "commit" F1 to pitch when there's a possible pickoff on the new R2. I would venture that when the pitcher does pitch rather than make a pickoff or balk, the TOP retrospectively becomes the instant he broke his set.

Here's my question: who let the disgruntled Yankees pitcher from The Bad News Bears back on the mound?

any motion that commits him to pitch. Same as a balk call. If he commits to pitch and doesn't you call it, right? Same thing.
