  1. semper_fi_72's post in Rules Question was marked as the answer
BR is out on the K and can not advance on a D3K because 1B is occupied.
Because the Defense did not understand that is, as you can say "Tough S_it".
R1 advanced to 3B on their mistake and that is where he is staying.
  2. semper_fi_72's post in R1 balk does batter get ball was marked as the answer
When a Balk is called, it is a no pitch.
    No Strike or No Ball.
If the batter hits the pitch and reaches 1B safely and all runners advance one base safely the balk is ignored.
Otherwise enforce the Balk, advance all runners one base and batter resumes AB with same count prior to the Balk.
Any umpire in Southern California working USSSA 13U games would not be working if they got that wrong.

Do not understand how you could award a Ball with no pitch thrown.
Only in LL Majors and below can that be done, on an illegal pitch, so his background must be LL.

It also sounds like 2 umpires didn't know what to do, because the Base Umpire should not have let that happen if he knew what he was doing.
