The rule is we do not put the ball into play unless the coaches are compliant.

Ok coach then we don't play. Per rule I cannot put the ball into play unless you are properly equipped. 

Now at this point I am betting they get with the program or they are going to start hearing it from those moms and dads who showed up to watch their kids play.

you can't say "we don't play"

there is no penalty.

The rule says I cannot put the ball in play if they do not don the skull cap which in effect is we don't play unless they comply. So your correct there is not penalty teeth other than the rule which says I cannot allow the ball to become live. Kind of a catch 22 issue. Sent from my iPhone using Tapatalk

Except there is no penalty.  They're not serious about it if they don't put some teeth in the rule...just makes an umpire's job more difficult that it needs to me.

It has never been an issue.  Usually, the coach is embarrassed that he forgot.

 

And, if it ever becomes an issue, then there's something else going on in the game and the rule is just the coaches way of making it known (or taking a stand) -- something else would blow up.

 

And, the coach can always be ejected if he refuses to comply.

If they want us to enforce a rule, then the folks who make the rules should put in a penalty.  This is something that the NCAA does really well. They wanted to clean up behavior so they designed an entire spreadsheet of actions/penalties that are non-appealable.  That is how you drive change and respect your officials.

this must be in your state rules.

Do they have to wear them when - the fair lines are BLUE & WHITE MARBLED CHALK? Still laugh at that test question.

Seriously,This why we belong to associations. This and other points of emphasis should be covered with your schools and executive staff of your association, then just follow association procedures. 

Fortunately, if memory serves most of the coaches in my area comply.

Hasn't an umpire's negligence liability increased dramatically (perhaps indefensively) if a coach is hit in the head when this helmet rule wasn't enforced.
