The NCAA has in writing what is routinely called anyhow under other rules - if the pitch is in the batter's box it's a HBP - period.

Youth level kids often freeze up. Don't hold that against them.

Save the "didn't avoid" crap for the players that stick their arm into the pitch when it's between the stripes.

well even in NCAA the batter cant move into the pitch even if the pitch is in the batters box. He can however just stand there and take it and take frist.

13u USABL game, pitch is a slow looping curve, as the ball gets to him, the batter sticks his elbow out & gets hit. He is able to take 2 steps before I call time and "stay right there!" Up to that point he seemed like a nice quiet kid. My judgement of people is once again thrown into question.

I think in this play, Welke was ducking and moving in a bit when the pitch came in. Along with the F2 moving out and he may not have had a great look at the play.

I'm not a big fan of the conferences but this one was quick and they got the call right.
