Isn't the comment just one interpretation of the rule, not the only interpretation? There are others aren't there? and i'm not being argumentative, just confused...

I just think its a bad loophole that the pitcher was kind of penalized. They should've reviewed, then given him his 8 warmups and then away we go.

Why wouldn't they at least let him throw while they were talking to NY like they would during a 'regular' review?

No umpires, no score for TB4 and TB5. One umpire, a teenager, for coach-pitch PW6, PW7, PW8. Two umpires for kid-pitch Minor 9 and up. not to prolong this, but what do they charge to play??
