I was asked this question and I'm not 100% on how to answer it. Your thoughts? 

No runners and pitcher steps off after the batter's eight seconds and they are engaged.  They can step back on within the 20 seconds and pitch but what if the batter steps back out after the pitcher disengages?

Let me answer your question with a question: regardless of anything else, does the batter have to be ready at 8 seconds regardless of F1 being engaged with the pitchers plate?

In your description, absent an offensive or defensive conference, If the hitter backs out of the batter's box after being engaged at the 8 second mark, it is them that is in violation.  The pitcher can step off and right back on before their time expires.  The batter must stay ready to hit.

IIRC, the NCAA had a video on this.

Then it is a violation on the batter.

Yes, the batter must be ready with 8 seconds on the clock.
