No, from the windup position for a RHP, 270 degrees clockwise would point you to first base and it would be illegal to step to first and throw to second.

Actually we need to know if it’s a traditional, hybrid, or sideways windup before determining which way he’d be facing. 😀

Yes, you're right. I mean if you start from the windup position and turn clockwise (180°) until you'll be facing second base, then you step and throw toward second base, would that be legal? Or would the umpire consider that an interrupted pitching motion?
