Runner hit by batted ball

Runner on 2nd base fly ball hits runner while standing on base , ss &2nd baseman trying to make a play on the ball but runner is in the way. Kid baseball ages 9-12 all rules and interpretations. Thanks

Unless it’s an infield fly, the runner is out. In which case the ball is dead, the batter/ runner is out, runners return.  Otherwise if r2 gets hit by a batted ball, that’s interference he is out.

Interp from MLB Umpire Manual that helps removes 6.01(a) Comment ambiguity of being hit by a batted ball from "hindering a fielder":

(11) Runner on third, no outs. Batter hits a sharp ground ball down the third base line that strikes the runner on third base in fair territory while the runner is still in contact with third base. The runner was not attempting to interfere intentionally, and the third baseman is playing behind the runner. 

Ruling: Runner is declared out. Ball is dead, and batter-runner is awarded first base. The fact that the runner had contact with the base when struck with the batted ball has no bearing on the play. (An exception to this is when the runner is hit by an Infield Fly while on base.)

Most (some?  all?) softball codes forgive the runner if they are hit by a batted ball while on base - mainly because of the short bases, and that the runner is effectively tied to the base until the pitch is thrown.

 

Edit: if the ball did not hit the runner I believe he's forgiven for interfering for the fielders (unless intentional) - he's not required to vacate the base to allow the fielders to play the ball...he's just not allowed to be hit by the ball.

Correct.

Rule 6.01(a) Penalty for Interference Comment: A runner who is adjudged to have hindered a fielder who is attempting to make a play on a batted ball is out whether it was intentional or not.

If, however, the runner has contact with a legally occupied base when he hinders the fielder, he shall not be called out unless, in the umpire’s judgment, such hindrance, whether it occurs on fair or foul territory, is intentional.

 

The MLBUM Interp I added above makes it explicit that runner struck by (non-by or through) ball while in contact with the base is out. (I don't see it otherwise, which means you have to make logical leap to separate "6.01(a)(11) A fair ball touches him on fair territory before touching a fielder" from "hindering a fielder".

Interesting. LL with same short bases and more restrictive closed bases (can't leave until pitch reaches batter) follows OBR.

12.17.2 Interference by Runners and Base Runners

12.17.2.1 The runner may not interfere with a fielder attempting to field a batted ball. For example:

12.17.2.1.1 The runner may not contact a fair batted ball, while off base, before it touches a fielder (including the pitcher) or before it passes a fielder (other than the pitcher), who has a reasonable chance to make a play.

12.17.2.1.2 The runner may not contact an untouched, fair batted ball after it passes a fielder if another fielder has a chance to make a play.
