ABS system U3K

Has anyone seen this? Or seen a case play or memo about it?

With 2 strikes and 1B unoccupied or 2 strikes with R1 and 2 outs, the next pitch is delivered and is uncaught by F2. The umpire rules it a ball. F2 appeals the call of the pitch and the appeal comes back a strike. Presuming he hasn't left the dirt circle, is the batter now eligible to try and advance to 1B?

I was talking about this with someone. There's a few odd circumstances that could crop up. I don't know if they are addressed anywhere. 

1-2 pitch. 1B empty. pitch on the inside part of the plate, F2 tries to "frame", misses the ball. Umpire calls a ball, batter takes off for 1B. He gets there, taps his head. ABS says strike.

First instinct is to treat same as a verrrry late check swing input.

But, the ABS appeal has to be "within 2 seconds" (if I recall what i've read correctly). But 2 seconds of what? The ball/strike call or the conclusion of the play?

I really hope it's after the play.

The other one would be full count, R1 steals.  

Ball four, F2 throws down - he might even get the runner (had it not been a walk).   F2 then taps head.  That's going to be more than two seconds after the ump's call.   And in some cases that could be a double play.

Otherwise, you're forcing the batter to tap his head as he starts running to third, the catcher to tap his head immediately after releasing a throw, or even before the throw, etc.
