On Deck Batter interference - Passed Ball

SIT- 2 Out, R3. Wild pitch/passed ball (not Strike 3) picked up by On Deck hitter, not realizing there is R3. R3 is NOT coming home. He may have taken a couple of steps towards home, but no attempt. My gut tells me to call B1 Out and end the inning with a $hitshow. I can not however, find the rule cite in the NCAA, BRD, or Jaska Roder. After reading all of these, I think I may have "nothing" if there are no runners advancing. Help!!!

Your gut needs a probiotic. 

Since this pitch (PB/WP) is neither Ball 4 nor U3K, then Batter has not become a Runner (BR), and cannot be called Out for ODB being a moron, or a helpful idiot. 

If you were to call someone Out (which I’m going to argue, in the amateur game outside of College, you needn’t do), it would have to be R3.

In the amateur game, though, you do need to address (call Time!) and admonish (“Hey! Don’t do that!”) that behavior. You do need to note / remind / direct that (the) Runner(s) stay where they are, with no advancement. If this had been a lodged ball (pitch) or had gone under/thru the backstop, then we’d be calling Time and advancing Runners 1 base. However, there’s no hard-&-fast rule regarding the ODB touching the wayward ball, but instead interfering (with/on a play). If Runner ain’t advancing, or in a potential play, then there’s no INT.

I agree with Max. Nothing to call here.

To realign your intestinal flora, please remember that the key concept of interference is hindrance. Sure, ODB picked up the ball, but there was no play to be hindered, as R3 was not advancing. No hindrance = no INT.

Another deflationary thought: ugly or stupid ≠ illegal.

BTW, I've had this a few times. I've found that the more vigorously I scold the ODB, the less likely the DC is to come out and demand a penalty. And, when one such coach thought to ask about interference, I merely said, "with what?" For that guy, it was enough, and he went back to the dugout.

I'm assuming you'd get the out for INT? To me, there's got to be a play for INT to be called, and there's no play in your OP.

Short answer:  I've got nothing.

I would say you do have nothing.  The reason why is based on your description that nothing happened.  I would, however, make a bit of a scene (for the benefit of the other players and coaches) warning the on-deck hitter to leave the ball alone.
